<p>Foreign students from outside Europe who want to come to the UK to study must meet the highest standards of entry. The new regulations will ensure that students studying below grade level have limited capacity to work in the UK and that his office can not work in the UK.<br />

The new measures for students affect Vincentian nationals wishing to come to Britain to study include:</p>
<p><strong>01-</strong>  Restriction of the courses of low-level (A levels and equivalent) to only the most trusted institutions;</p>
<p><strong>02-</strong>  A student studying under the first degree level or foundation degree course can only work 10 hours during term time;<br />
<strong>03-</strong>  The prohibition of lead in office for anyone studying a course in less than six months, and</p>
<p><strong>04-</strong>  The prohibition of the dependents of any of inferior course to study a foundation degree or level of work-will face the withdrawal of the United Kingdom if it is to do it.</p>
<p>In addition, new measures include:<br />
<strong>05-</strong>  The prohibition of foreign students studying courses below college level that includes a job &#8211; unless the course is being provided by a university, college or training provider that has the status of &#8220;high confidence sponsor &#8216; ;</p>
<p><strong>06-</strong>  A requirement for students to demonstrate their English language ability by passing an examination approved safety &#8211; This applies to all students below (the foundation) grade level, including those who come to study the English language, and</p>
<p><strong>07-</strong>  The introduction of stricter criteria for the definition of providers of courses that count as &#8220;very confidence of the sponsors of foreign students. It is expected that all publicly funded universities and colleges will be highly reliable.</p>
<p>The UK authorities should ensure that there is a quick but rigorous to ensure that private training schools also can obtain that status as soon as possible.</p>
<p>These changes are part of a radical overhaul of the system of students who started last year. From March 2009 the British government has demanded that all foreign students to be sponsored by a school approved by the Border Agency UK, and to prove they can support themselves while in the UK before being granted a visa.</p>
<p>Also since March, any college or university that wishes to international students must be accredited and licensed.</p>

<p>Vice-Chancellors and students erupted in fury after more than £ 500 million university budget cuts were announced today.<br />

Universities will be fined about 10 million pounds for recruiting too many students last year, and the total intake of undergraduates in time could stop this year for the first time in recent history.</p>
<p>This means that hundreds of thousands of school leavers can get lost in college this fall. Many places are already promised to those who missed last year, creating a bottleneck.</p>
<p>Leading universities warned of dire consequences on the quality of education and rectors said the cuts were deeper than expected. Student leaders described as an act of &#8220;self-harm&#8221; by the Government.</p>
<p>The Higher Education Funding Council for England (HEFCE), the body which distributes government money to universities, appearing in spending cuts would fall in the academic year 2010/11.</p>
<p>He emphasized that the funding of £ 449 million lower than expected, and £ 518 million less than last year.</p>
<p>Mr Mandelson, the Secretary of Universities, announced in December that £ 135 million was vice-rectors cut budgets &#8220;next year, on top of £ 180 million efficiency savings.</p>
<p>In the next three years will be the university loses £ 950 million, research institutions more important to note that paralyze the industry.</p>
<p>Investment projects will be most affected, with 15 percent budget reduction, but teaching and research will also be affected.</p>
<p>The grant will be reduced in the teaching of 215 million pounds and that 40 million pounds was withdrawn funding for old and historic buildings are a key feature of many universities. Another £ 24 million will come from accelerated and intensely-taught postgraduate courses, and another 24 million pounds of funding for the establishment of two degrees year.</p>
<p>This comes after ministers said they wanted the universities to offer more options and flexible courses, including degrees of merit.</p>
<p>Ten million pounds has been earmarked to help universities to change their teaching to science and math topics, which they say is encouraged by the Government, and comes on top of £ 25 million already provided to protect high cost and vulnerable science courses.</p>
<p>Last summer, tens of thousands of good level of students were turned away from universities because of a limit on the number of seats and a funding gap.</p>
<p>Professor Steve Smith, president of Universities UK, which represents principals, said that last year nearly 160,000 students applied to be a safe place at university.</p>
<p>Applications for this year are already 10 per cent in 2009, when the number of application log.</p>
<p>Professor Smith added: &#8220;There will be plenty of students this year who do not get a place.&#8221; He said the cuts would have an impact on the quality of teaching.</p>
<p>Sally Hunt, general secretary of the University and College Union, said: &#8220;If these cuts forward the dreams of thousands of students, encouraged to apply to university by the Government, will be shattered. The massive funding cuts will impact. The industry simply can not do more for less.</p>
<p>&#8220;Our higher education system is already creaking under the pressure of government efficiency savings.&#8221;</p>
<p>Dr Wendy Piatt, director general of the Russell Group, said: &#8220;Our main institutions can not remain competitive internationally, provide a first experience in teaching and the level of generous support to provide disadvantaged students do not have access to a increased funding.</p>
<p>Professor Les Ebdon, chair of million +, which represents new universities, claimed that as a result of the cuts, the number of places available in institutions in 2010/11 would be the same as in 2008 / 9, and lower than this academic year.</p>
<p>Professor Ebdon, who is also vice-chancellor of the University of Bedfordshire, said: &#8220;This is totally counterintuitive.</p>
<p>&#8220;The evidence points to increasing demand, but funding for student support, which the Department of Commerce, Innovation and capabilities intended to enable newly recruited 10,000 students in 2009 has been withdrawn and universities do not have these numbers available for students wishing to enter university in 2010.</p>
<p>David Lammy, the Minister of Universities, said: &#8220;There has been a lot of scaremongering on the savings that we have asked HEFCE to do. But we are confident they can achieve these HEFCE in a way that minimizes the impact on teaching and students as requested in our recent award letter.</p>
<p>Mr Mandelson last month told its partners that act as tighter budgets create a &#8220;&#8221; to universities to find alternative sources of money and &#8220;mind focus&#8221; on quality teaching and research.<br />

She now has a job to earn £ 17,500 a year as assistant public relations account, but lives at home in Epsom, Surrey, and pays £ 200 a month in rent to his mother and father who are responsible for all meals , washing and ironing. &#8220;I pay for my car and my phone. Once the rent and bills have come and have a social life that there is not much. This year I found my feet, but next year I will start putting money each month and, finally, I want to go out and get my own place. &#8221;</p>
<p>Charlotte thinks it will be able to leave in 2011. &#8220;That gives me a couple of years to save.&#8221;</p>
<p>She has a good relationship with their parents, but it was difficult to adjust at first, after college. &#8220;Sometimes I am sure that bother them, but that&#8217;s like any other child&#8221;.</p>

<p>The difference in the success of education between rich and poor areas of Britain is increasing, despite the investment of millions of pounds each year, according to research published today.<br />

The day before Mr Mandelson, the Secretary of Universities, outlines the Government&#8217;s strategy to increase social mobility through wider access to further and higher education, a report by the University and College Union (UCU) shows that the gap between rich and poor areas in the numbers completing a degree has increased more than four years.</p>
<p>In some constituencies, nearly two thirds of the working age population are graduates, while in others, fewer than one in ten has a degree or equivalent. Across Britain 29 percent now have a degree, but over 12 per cent have no qualifications, the report said.</p>
<p>Tomorrow Mr Mandelson, will give the Confederation of British Industry, a preview of his plans to promote social mobility through a new framework for higher education.</p>
<p>A government working group chaired by Alan Milburn, former Secretary of Health, identified the continuing low participation in higher education for poor families as one of the main obstacles to social mobility. There have been marginal increases in the number of students from lower socioeconomic groups in the past two years, but the report shows that the UCU that many areas have not participated in the trend.</p>
<p>In Sheffield, for example, 60 percent of people living in the constituency represented by Hallam Nick Clegg, Liberal Democrat leader, are graduates &#8211; four times the figure for the Brightside constituency represented by about David Blunkett, former Secretary Interior.</p>
<p>In the 20 constituencies with the highest number of college, the proportion of the working age population with a degree level qualification increased from 48.8 percent in 2005 to 57.2 percent in 2008. However, the 20 electoral districts with the lowest level of participation in higher education saw a decline of 12.6 percent to 12.1 percent.</p>
<p>The constituency of Richmond Park, southwest of London, has the highest proportion of graduates in more than 63 percent of the working age population. In North Doncaster and Birmingham Hodge Hill, less than 10 percent have degrees.</p>
<p>The report also shows significant regional variations. Eight of the 20 constituencies with the lowest proportion of ratings are in the West Midlands region. London attracts the largest number of graduates, with 17 of the 25 groups that have the most graduates are in the capital.</p>
<p>Sally Hunt, UCU general secretary, said: &#8220;The present government has rightly given priority to investment in education, but this report shows that the problem is even deeper than previously thought and is a challenge for all parties.
