<p>Thousands of British diplomats living abroad lose their right to self-education boarding school in Britain for their children under plans being finalized by the ministers.<br />

From September, parents have to pay a 5 percent enrollment of children raised in Britain, with more top-ups for more expensive schools like Eton and Harrow that charge more than £ 28,000 a year.</p>
<p>This could mean that parents paying at least an extra £ 1,300 per child for one year. Whitehall officials suggested that contributions could amount to 10 percent in the coming years.</p>
<p>The move was immediately condemned by independent schools, which says that the children would be the latest victims of retrenchment.</p>
<p>The measure is part of a comprehensive review of Whitehall boarding costs for the Army, officials working abroad and diplomats to make millions of pounds of efficiency savings. New staff abroad will also have business class flights reduced.</p>
<p>At the moment all Foreign Service personnel to escape boarding school education for their children to average independent school fees of around £ 22,000 a year. Those wanting to send their children to schools like Eton, Winchester, Radley, Sherborne, Wycombe Abbey and Rugby Roedean, who charge up to € 30,000, must pay the difference.</p>
<p>The Foreign and Commonwealth Office, said negotiations continue with unions but the goal is to bring the diplomatic service in line with other government departments and the private sector.</p>
<p>The small print before the budget presented last week shows that the Treasury expects to recover at least 13 million pounds in fees and flights within two years, but larger savings are likely in the future.</p>
<p>The FCO has asked an outside research firm to calculate the new rate to middle school, waiting to be significantly less than £ 22,000 in the upper and lower schools will be excluded. Future reimbursements will be calculated using this level.</p>
<p>The Department for International Development and the Defense Ministry are also conducting their own tests for serving abroad, including the Army, whose results will be announced next year.</p>
<p>The MoD spent £ 103.5 million dollars a year to raise rates for 7800 school children from families of the Armed Forces, an average of £ 13,257 per child. Parents are expected to contribute 10 percent of the fees.</p>
<p>The FCO spends £ 11.5million for 530 children of diplomats, an average of £ 21,698. Part of the difference is due to the discounts that the Army is able to negotiate with schools.</p>
<p>Yesterday, the Ministry also revealed that it was cutting the cost of flights. Today the diplomats posted abroad are allowed out of business class, if their flights are more than three hours. This will be changed to flights of five hours or more, and some evidence that the officer is going directly to a business meeting at the other end. Travel back and forth for ads will be economy class.</p>
<p>The FCO said it was conducting an internal review in all diets of staff in posts abroad. &#8220;The review covers the full compensation package and designed to ensure that our benefit package remains both fit for purpose and adequate remuneration to public funds,&#8221; said a spokesman.</p>
<p>&#8220;The recommendations of the review to identify areas where savings can be achieved and the efficiency of administration can be increased. These recommendations are now subject to consultation with staff and unions.&#8221;</p>
<p>Tony Seldon, head of Wellington College in Berkshire, said the diplomatic course of action to contribute to the education of their children was a mistake. He noted that many diplomats were at moderate wages between £ 50,000 and £ 70,000 and would not be able to pay the new rates.</p>
<p>&#8220;There are people in the diplomatic service, which could be earning five times more than if they worked for banks or domestic companies,&#8221; said Dr Seldon.</p>
<p>&#8220;There is a danger that the service will not be able to attract these people with high spirit of quality if they have to start paying fees.&#8221;</p>
<p>Hilary Moriarty, National Director of the Association of Boarding Schools&#8217;, said it was imperative that children have continuity in their education: &#8220;It&#8217;s ridiculous, if the children of diplomats have to suffer for helicopters to rescue banks.&#8221;<br />

<p>A court has ruled that schoolchildren may rate their teachers online, rejecting the case of a woman who argued that her rights had been infringed by pupils who gave her bad grades on a popular website.<br />

The rights of the woman, a teacher of German and religion, had not been compromised by the ratings and pupils had a right to offer an opinion as long as they did not hinder her professionally, the German Federal Court of Justice found.</p>
<p>“The opinions expressed are neither abusive nor insulting,” the court said in a statement. “The plaintiff did not show that she had been harmed in any specific way.”</p>
<p>Collection, storage, and transmission of ratings by online portal spickmich.de was therefore permissible without the assent of the plaintiff, the court ruled.</p>
<p>The website allows students to award teachers marks on a scale from 1 (very good) to 6 (unsatisfactory), the same scale on which German pupils are graded. Categories assessed include “cool and funny”, “popular”, “motivated”, “human”, and “good teaching”.</p>
<p>The ruling will boost controversial websites such as Rate My Teacher in the UK, which operates a similar system.</p>
<p>This year more than one in ten teachers said that they were bullied by pupils and colleagues through text messages, e-mails and social networking sites.</p>
<p>A quarter of UK teachers said that they had had offensive messages posted about them on social networking sites such as Facebook or Rate My Teacher, according to the survey by the Association of Teachers and Lecturers and the Teacher Support Network.</p>
<p>The lawyers of the German teacher, who had been given a rating of 4.3 for her German teaching, argued that the site was unfair and inaccurate because users rate subjects anonymously.</p>
<p>This could lead to multiple ratings by the same person, as well as ratings by people with no connection to the school or teacher in question, they argued.</p>
<p>But the court said that in this case, the right of the individual to express an opinion outweighed these concerns.</p>
<p>The operators of the website welcomed the court’s ruling. “The judges clearly said that the teacher herself is not being rated, but rather her job performance. Therefore it’s allowed and students may express this criticism publicly online,” Tino Keller, the website’s editor-in-chief, said.<br />

Unfortunately, there&#8217;s always one relative whose world-view is a little behind the times, and when you&#8217;ve come to greet your family after graduation with some of your friends, they&#8217;ll say something like, &#8220;We couldn&#8217;t find you down there, then I saw that you were behind that big chinaman.  There&#8217;s so many of them!  It&#8217;s like they&#8217;re takin&#8217; over!&#8221;  Then, the Chinese family behind you will all turn their heads toward your family, causing your relative to say something like, &#8220;Nah, I mean takin&#8217; over in a good way, y&#8217;know, &#8217;cause they&#8217;re good at math and science and laundry and stuff.&#8221;</p>
<p><strong>2.  Someone in the Crowd Will Have a Dumbass Sign</strong></p>

<p>Graduations are like WWE events; There’s a bunch of people grabbing a mic and talking, and everyone in the stands is holding up a sign that only makes sense to the four people they’re sitting next to that helped them make it.    Usually it takes six people standing up to display the sign, and since they’re never sure when you’re coming on stage, and every graduate is dressed the same, they end up getting up and sitting down like they’re club goers at the jersey shore, and someone stepped on their shoe, then quickly apologized.</p>
<p><strong>3.  You Will Be Annoyed By Drunken Graduate Sorority Girls</strong></p>

Well somehow, they got to graduate too, and you’d better believe that they’re showing up completely plastered.  They’re easy to spot, thanks to the hodgepodge of inside jokes puffy-painted onto their graduation caps and accessorized with all sorts of annoying, attention-grabbing glitter and pipe-cleaners and shit that only a drunken idiot would find cool.   If you happen to have the misfortune of being blind, and your echo-location skills don’t work in the crowded graduation hall, just listen for the high-pitched squeals of mindless whores stumbling over each other, and screaming incessantly to one another about how “their graduation robes are so much hotter than everyone else’s.”</p>
<p><strong>4.  Someone You Don&#8217;t Really Know Will Introduce You To Their Parents</strong></p>

<p>Remember that kid that you sat two seats down from in your Space Sciences class during the second semester of your freshman year?  Of course you don’t, but guess what? He remembers you, and he can’t wait for you to meet his parents.  Having your family visit for your graduation is a lot like finding a dead squirrel in your car engine: it’s really not a good thing at all, but you still feel obligated to show it to everyone that you come into contact with for a short time thereafter. The best thing to do when introduced to someone’s family is to smile, be cordial, and get the encounter over with as quickly as possible.  Also, for some reason there’s about a sixty percent chance that the kid in your Space Sciences class is named “Kevin.”  I don’t know why, but it’s true.</p>
<p><strong>5.  There Will Be A Large Applause for a Handicapped Graduate </strong></p>

<p>No matter who they are, or what they did, every time a person in a wheel chair, or with a clear physical disability, receives their diploma, the crowd reacts like that person just sank a three-pointer at the buzzer in game 7 of the NBA finals.  This is great, because if there’s one thing handicapped people like, it’s people applauding them solely because they’re handicapped.  To really hammer home the point, the audience is tired from loudly applauding, so the next person who gets up, also graduating with the same degree, gets a reaction like it’s the ninth inning of a 12-2 Florida Marlin’s game and someone got a bunt single.</p>
<p><strong>6.  Someone On a Cell Phone Will Try to Tell Someone Else Where They Are</strong></p>

<p>No matter how loud, or how large a crowd you’re in, inevitably, there’s someone next to you on a cell phone attempting to shout instructions on how to locate them like it’s the fucking climactic scene of National Treasure and if they’re not found within seconds, a lever will be pulled and they’ll sink into the earth, never to be found again.  The worst part is, their instructions usually consist of giving non-descript clues like they’re playing a game of charades and they want people to guess “Chairman of the federal reserve&#8221;: “I’m sitting next to a bunch of people in suits&#8230;a guy next to me has brown hair&#8230;um&#8230;I’m waving?!&#8221;</p>
<p><strong>7.  The Keynote Speaker Will Make a Horrible Analogy</strong></p>

<p>The odds are pretty good that your graduation’s keynote speaker is going to be some obscure author or incompetent politician who has absolutely no way of relating to an audience of bushy-tailed, optimistic young adults.  In order to compensate for this, the keynote speaker will make an attempt at an analogy of some sort, to try to bridge the gap between what they know and what it’s like to graduate right now.  It’s impossible to tell exactly what type of analogy it will be, but there is one thing that you can be absolutely sure of: it’s going to be terrible.  Don’t be surprised to hear something like this:</p>
<p>“In 1885, a whale hunting ship got stranded in the polar ice caps.  In the dark of the arctic night, they found themselves hopelessly lodged in 30-foot deep glaciers.  Despair was all around them, and within weeks, they were starving. Eventually, the whalers began eating one another, until one last, gluttonous sailor remained.  He froze to death several days after, because, after consuming his fellow crewmen, he was now too fat to drag himself off of the deck of the ship.  But what happened to the whales that the crew was hunting? Those whales survived.  Just like you’ll survive…as college graduates.”<br />

Families face record competition for places at secondary schools in more than a third of local authorities this year, a Guardian survey has found.<br />

Demand for places at the most popular schools has reached a new high, with soaring applications meaning that in many parts of the country more than one in five children have missed out on their first choice of school.</p>
<p>Local authorities are working through the weekend to confirm the allocation of every state secondary school place in England before they send out letters to the parents of 570,000 11-year-olds on Monday.</p>
<p>Several councils in London and the south-east are reporting soaring applications linked to an exodus of pupils from private schools in the recession. It is adding to the pressure in the competition for places at high-performing state schools and grammars. In Kensington and Chelsea and Richmond in west London nearly four in 10 people will not get their first choice of school this year. In Middlesbrough, one in four will have to settle for second best and in Windsor one in five missed out.</p>
<p>The Guardian contacted the 150 local authorities in England. With many still working to allocate their places, 55 responded. The figures reveal how the government is still struggling to meet its pledge that parents in every part of the country have the choice of good schools for their child.</p>
<p>Calderdale, Darlington, Herefordshire, Peterborough, Salford, South Gloucestershire and Worcestershire all face increases in applications along with 10 of the 17 London local authorities in the survey. Lambeth saw a 17% rise in applications; Westminster and Merton both saw increases of more than 7%. In West Berkshire 17% of families have missed their first choice, in Gloucestershire 19% missed out and in Sandwell 26% were given a back-up instead of their first choice.</p>
<p>In other areas the future of some schools will be cast into doubt as a demographic drop leads to more empty seats in classrooms this year. Some 27 local authorities reported their applications had fallen. The rest saw no change in application rates.</p>
<p>In 17 local authorities which responded demand for places has risen. Richmond, west London, is reporting a &#8220;considerable&#8221; rise with the proportion getting their first place slipping from 64.4% last year to 62% this year. Cormac Smith of Richmond council said: &#8220;We are feeling the pinch as parent switch from private to the state secondaries. There is pressure on places this year.&#8221;</p>
<p>&#8220;If schools are oversubscribed, the government should give councils the financial support to put on another form. It&#8217;s time that Jim Knight and Ed Balls take a bit of the blame for all this. They continually blame parents but what&#8217;s so wrong about wanting a school in the right place? You can&#8217;t overestimate the stress parents go through waiting for a school place. We aren&#8217;t all terrible people and can&#8217;t all afford to move house.&#8221;<br />
