<p>An academic who spoke out against &#8220;dumbing down&#8221; the quality of university degrees won a long legal battle yesterday when the Court of Appeal accepted that he was forced out of their work.<br />
<span id="more-355"></span><br />
Professor Paul Buckland shall be entitled to compensation from the University of Bournemouth after a previous ruling against him by the Employment Appeal Tribunal was set aside.</p>
<p>He resigned the presidency of the University of archeology of the environment in a dispute over the mark after he missed 18 of the 60 undergraduates who took second-year exams in 2006.</p>
<p>When 16 students retook the paper, Professor Buckland not all but two of them. He thought that &#8220;many of the jobs were of poor quality,&#8221; the Court of Appeal hearing.</p>
<p>A second marker endorsed its findings, as did the university board of examiners, while noting the high rate of failure and the need to address its causes.</p>
<p>However, his department was then reviewing the documents marked the third time and the marks were increased up to six percentage points from several students from a &#8220;clear no to pass a&#8221; potential &#8220;, depending on other results, the court heard.</p>
<p>Professor Buckland, who lives in Sheffield, took exception to the documents marked the third time, saying it was done &#8220;by someone who had no relevant expertise.</p>
<p>He accused the University of Bournemouth cheaper grades and make &#8220;a total mockery of the review process. He said the move was &#8220;part of a much larger foolproof&#8221; and amounted to &#8220;a clear affront to his integrity.&#8221;</p>
<p>The University held an internal investigation found for Professor Buckland. He said there should have been consulted on the decision to mark examination papers for the third time. But she was still unhappy and resigned in February 2007.</p>
<p>Took the university to an industrial tribunal, which decided in August 2008 that there had been a &#8220;fundamental violation of the implied term of trust&#8221; in his employment contract and that he was constructively dismissed.</p>
<p>The decision was overturned in March last year by the Employment Appeal Tribunal, but the Court of Appeal rejected the trial yesterday and restored the original sentence.</p>
<p>Lord Justice Sedley said the university could not defend the way that has undermined the rule and Professor Buckland was the &#8220;inevitable outcome&#8221; that had been constructively dismissed. Lord Justice Jacob said that &#8220;must be totally offended at the choice of&#8221; whether to accept repudiatory a breach of contract and resign, or continue at work.</p>
<p>If the university does not comply with it, the case of Professor Buckland attending an employment tribunal to the level of compensation to be assessed.</p>
<p>• University lecturers face reduced pensions, increased contributions or having to work longer, as vice presidents try to reduce costs (Greg Hurst writes). A review of the University pension plan could lead to its final salary scheme was replaced by one based on the average career earnings, with a retirement age increased from 60 to 65. The review concluded in April.</p>

The new measures for students affect Vincentian nationals wishing to come to Britain to study include:</p>
<p><strong>01-</strong>  Restriction of the courses of low-level (A levels and equivalent) to only the most trusted institutions;</p>
<p><strong>02-</strong>  A student studying under the first degree level or foundation degree course can only work 10 hours during term time;<br />
<strong>03-</strong>  The prohibition of lead in office for anyone studying a course in less than six months, and</p>
<p><strong>04-</strong>  The prohibition of the dependents of any of inferior course to study a foundation degree or level of work-will face the withdrawal of the United Kingdom if it is to do it.</p>
<p>In addition, new measures include:<br />
<strong>05-</strong>  The prohibition of foreign students studying courses below college level that includes a job &#8211; unless the course is being provided by a university, college or training provider that has the status of &#8220;high confidence sponsor &#8216; ;</p>
<p><strong>06-</strong>  A requirement for students to demonstrate their English language ability by passing an examination approved safety &#8211; This applies to all students below (the foundation) grade level, including those who come to study the English language, and</p>
<p><strong>07-</strong>  The introduction of stricter criteria for the definition of providers of courses that count as &#8220;very confidence of the sponsors of foreign students. It is expected that all publicly funded universities and colleges will be highly reliable.</p>
<p>The UK authorities should ensure that there is a quick but rigorous to ensure that private training schools also can obtain that status as soon as possible.</p>
<p>These changes are part of a radical overhaul of the system of students who started last year. From March 2009 the British government has demanded that all foreign students to be sponsored by a school approved by the Border Agency UK, and to prove they can support themselves while in the UK before being granted a visa.</p>
<p>Also since March, any college or university that wishes to international students must be accredited and licensed.</p>

Universities will be fined about 10 million pounds for recruiting too many students last year, and the total intake of undergraduates in time could stop this year for the first time in recent history.</p>
<p>This means that hundreds of thousands of school leavers can get lost in college this fall. Many places are already promised to those who missed last year, creating a bottleneck.</p>
<p>Leading universities warned of dire consequences on the quality of education and rectors said the cuts were deeper than expected. Student leaders described as an act of &#8220;self-harm&#8221; by the Government.</p>
<p>The Higher Education Funding Council for England (HEFCE), the body which distributes government money to universities, appearing in spending cuts would fall in the academic year 2010/11.</p>
<p>He emphasized that the funding of £ 449 million lower than expected, and £ 518 million less than last year.</p>
<p>Mr Mandelson, the Secretary of Universities, announced in December that £ 135 million was vice-rectors cut budgets &#8220;next year, on top of £ 180 million efficiency savings.</p>
<p>In the next three years will be the university loses £ 950 million, research institutions more important to note that paralyze the industry.</p>

<p>Professor Steve Smith, president of Universities UK, which represents principals, said that last year nearly 160,000 students applied to be a safe place at university.</p>
<p>Applications for this year are already 10 per cent in 2009, when the number of application log.</p>
<p>Professor Smith added: &#8220;There will be plenty of students this year who do not get a place.&#8221; He said the cuts would have an impact on the quality of teaching.</p>
<p>Sally Hunt, general secretary of the University and College Union, said: &#8220;If these cuts forward the dreams of thousands of students, encouraged to apply to university by the Government, will be shattered. The massive funding cuts will impact. The industry simply can not do more for less.</p>
<p>&#8220;Our higher education system is already creaking under the pressure of government efficiency savings.&#8221;</p>
<p>Dr Wendy Piatt, director general of the Russell Group, said: &#8220;Our main institutions can not remain competitive internationally, provide a first experience in teaching and the level of generous support to provide disadvantaged students do not have access to a increased funding.</p>
<p>Professor Les Ebdon, chair of million +, which represents new universities, claimed that as a result of the cuts, the number of places available in institutions in 2010/11 would be the same as in 2008 / 9, and lower than this academic year.</p>

<p>David Lammy, the Minister of Universities, said: &#8220;There has been a lot of scaremongering on the savings that we have asked HEFCE to do. But we are confident they can achieve these HEFCE in a way that minimizes the impact on teaching and students as requested in our recent award letter.</p>
<p>Mr Mandelson last month told its partners that act as tighter budgets create a &#8220;&#8221; to universities to find alternative sources of money and &#8220;mind focus&#8221; on quality teaching and research.<br />

She now has a job to earn £ 17,500 a year as assistant public relations account, but lives at home in Epsom, Surrey, and pays £ 200 a month in rent to his mother and father who are responsible for all meals , washing and ironing. &#8220;I pay for my car and my phone. Once the rent and bills have come and have a social life that there is not much. This year I found my feet, but next year I will start putting money each month and, finally, I want to go out and get my own place. &#8221;</p>
<p>Charlotte thinks it will be able to leave in 2011. &#8220;That gives me a couple of years to save.&#8221;</p>
<p>She has a good relationship with their parents, but it was difficult to adjust at first, after college. &#8220;Sometimes I am sure that bother them, but that&#8217;s like any other child&#8221;.</p>

When the mother, Stephanie Lynch, said the family is not religious, Jones said he dropped the subject. Jones believed that was the day on good terms with the family, but hours after his company, Oak Hill Short Stay School and enrollment services, called her and told her mother had lodged a formal complaint against him.</p>
<p>His employer told him that his offer of prayer could be seen as &#8220;bullying&#8221;.</p>
<p>Unlike Jones, Lynch said he had repeatedly asked the math teacher to stop &#8220;preaching&#8221; to her daughter. Lynch also said his daughter was &#8220;traumatized&#8221; and &#8220;deeply upset&#8221; by the views of Jones, especially after the math teacher, said young people go to heaven after death to the comfort of the student whose friend had died.</p>
<p>&#8220;The meetings with Mrs. Jones became increasingly traumatic and decided it was not appropriate for this woman to come to my house,&#8221; Lynch recently told Britain&#8217;s The Telegraph.</p>
<p>Jones, however, said he was surprised to hear parents had problems with sharing their Christian faith with her daughter.</p>
<p>&#8220;I just wanted to encourage them to be open to prayer, but if not then I do not want to force it down their throat,&#8221; Jones said in defense, according to the BBC.</p>
<p>The suspension comes after the equal diversity and recent legislation in the UK that require public officials to &#8220;promote&#8221; equality and &#8220;respect&#8221; for diversity.</p>
<p>Jones said he is not angry with his employer, who is trying to interpret the new equality and diversity policies, not bitter toward the mother, you&#8217;re just doing what he felt was right. Rather, Jones is upset with the system of political correctness in the UK whereby a person can not even talk about their faith.</p>
<p>&#8220;I am surprised that a country with a very strong Christian tradition has become a country where it is difficult to talk about their faith,&#8221; Jones said.</p>
<p>From Jones only works part time for short periods the Oak Hill school and has a contract with the company, was released by his employer immediately after the filing of the complaint. The home-visiting professor of mathematics expressed fears that the incident has left a &#8220;black spot&#8221; in its name and character and make it harder for her to find another job.</p>
<p>&#8220;If I had done something criminal, I think the reaction would have been the same,&#8221; he said.</p>
<p>The defense of the teacher is the Christian Legal Center.</p>
<p>&#8220;Whatever you think of the facts, the reaction here is totally disproportionate,&#8221; said Andrea Williams, a lawyer and the director of Christian Legal Center, according to the Telegraph. &#8220;Mrs. Jones was a supply teacher for nearly five years we are looking into what legal recourse we have to seek reinstatement or damages.&#8221;</p>
<p>Williams said: &#8220;This is a clear discrimination on grounds of faith.&#8221;</p>
<p>The service said Oak Hill School is the creation of an interview with Jones to further investigate the incident.</p>

<p>Thousands of Indian students ready to begin their academic year in the UK, were left in the lurch after the British High Commission closed suddenly visa centers in India, citing security concerns.<br />

Students rushed to meet the deadline of 30 September &#8211; the last date on which a student visa in the UK could be applied before the new rules came into force. Under the new rules, is required to show a bank statement showing the money for tuition and maintenance of the account for at least 28 days.</p>
<p>At least 14,000 applicants lined up in the centers of Bombay, Chandigarh, Jalandhar, Delhi and Ahmedabad were affected after the receipt of applications centers stopped abruptly at 2:00 pm on Tuesday.</p>
<p>An official of the United Kingdom on a Visa Facilitation Service (VFS) said that the center of the old rules were much more relaxed, so that an applicant can show a statement after holding the money in the bank for one day .</p>
<p>The new visa system for students have also led to increased processing time of applications. It now takes an average of 28 days &#8211; twice the period of 14 days with the old rules. This, in turn, means that students who were to begin studies in October will have to pay an additional £ 200 for the academic institution to join a deferred date.</p>
<p>In Mumbai, over 2,000 students were turned away from schools in Churchgate and Vile Parle. Police had to disperse the students, which had started in protest against the closure of schools. The Pune center was closed Wednesday afternoon.</p>
<p>&#8220;The British High Commission should have anticipated the race and has taken appropriate steps,&#8221; said one parent at Churchgate.<br />

The Labor government will be &#8220;relentless determination to&#8221; raise standards in schools and &#8220;aggressive&#8221; turn around low performing schools, the prime minister. There should be &#8220;no cap on aspiration, no limits and unlimited opportunities where your talents can go.&#8221;</p>
<p>But to achieve this, spending on schools would have to continue and even improve, he said.</p>

In the last seven years graduation rates have stagnated at 39% and has leap-frogged the other 11 countries, the OECD study comparing the educational systems of developed countries found.</p>
<p>The UK has a higher rate of young people leaving education, employment or training of most OECD countries, except Italy, Mexico and Turkey. This leaves young people in Britain more vulnerable to the effects of the recession.</p>
<p>A ten-year increase spending on schools in the United Kingdom, the growing number of graduates and improvements in pre-school teacher available now in danger of being eclipsed by other countries that have copied the educational policies of the United Kingdom . If the investment is reduced by the contraction of public spending in the UK will lose its historic leadership position in the world, the report warns.</p>
<p>Andreas Schleicher, author of the annual education report from the OECD, said that in 2000 the UK has one of the most dynamic education systems, but now risks being left behind. &#8220;Now there are many countries that have accelerated more and are going through the UK,&#8221; he said.</p>
<p>The report compares OECD countries &#8211; including the UK, USA, France, Japan, Germany and Turkey &#8211; according to its investment in education and reap rewards for people to stay in school and study more beyond the age of 18.</p>
<p>It also concluded that that:</p>
<p>• Class sizes in the state funded primary in the United Kingdom are higher than all other OECD countries plus Turkey and Japan, with about 26 children per class on average,</p>
<p>• Class sizes in private schools in the UK are half the size of those in the state sector</p>
<p>• Teachers&#8217; starting salaries in England are above average in primary schools, but below average in secondary</p>
<p>• The UK spends 5.5% of GDP on education &#8211; above average for schools, but below the average for universities</p>
<p>• 30% of people who begin in higher education fail to complete their course &#8211; something the authors blame low completion rates in vocational courses rather than traditional titles</p>
<p>• On average in OECD men with degrees can expect to earn a lifetime award from $ 186,000 (£ 112,914) compared to $ 134,000 (£ 81,346) for women</p>
<p>People who have a degree are more likely to have a job, earn more and enjoy better health, the agency said. Schleicher said the report was a warning to governments and youth in the recession that the price of not getting a good grade on the rise. The report is based on data from 2007, before the global economic slowdown began.</p>
<p>&#8220;People who are left out will pay higher prices than in the past. The competition for jobs is increasing and this is a warning that this could worsen. The penalty for leaving is bound to rise further &#8216; he said. He added that &#8220;makes sense&#8221; to expand the universities during a downturn in students taking more and empower people in recovery. This summer the government level student numbers despite an increase in requests for check up to 60,000 well-qualified applicants turned away.</p>
<p>But the report also suggests that demand for graduates had fallen. Since 1998, the proportion of youth with a degree in the job has slipped by 3 percentage points. Schleicher said there was no way of knowing whether this was due to over supply of graduates, or the changing labor market.</p>
<p>Christine Blower, general secretary of the National Union of Teachers, said: &#8220;If the government considers the reversal of the hard-won gains in education spending will return to the UK to be massively disadvantaged when it comes to the level of skills and knowledge needed to compete globally. &#8221;</p>
<p>Michael Gove, shadow schools secretary, said: &#8220;The OECD study confirms once more that as a country we are falling behind our international competitors.</p>
<p>David Lammy, higher education and skills minister, said there were no more students than ever before in the UK universities. &#8220;We remain committed to ensuring that no young are left behind in these difficult times,&#8221; he said.<br />
